I don't know if this is correct or not, but I'd just transition to a holding game with 23/18 and then play 4/2 since you don't want to volunteer a shot in a holding game.

That said, i tend to overvalue holding games a bit because gnubg tends to overvalue them too and I spent a lot of time training with gnu. So I won't be surprised if the holding game idea is overturned by XG.
