The Director should expell him IMMEDIATELY and make the relevant documentation. AND NOT MAKE THIS PUBLIC, but try to reach the real fault. The Bulgarian guy is presently banned WITHOUT PROOF. He may be guilty, but a man should be innocent until proven guilty.

You don't expose cheating by banning players. The full eradication of cheating is then to ban the play (chess, or for that matter backgammon).

In such cases I propose a match between some strong player and the one blamed of cheating. So that the accusators be given a chance to stand behind their point with thier wallets.
