If a basketball player is about to pass to guarded number 14 and hears a fan shout "number 28 is open!" is he cheating if he doesn't pass to number 14?

No, because there aren't any rules about basketball fans remaining silent and impassive during a game. "You stink, Kobe!!!" is a perfectly legitimate thing to yell during a basketball game.
