I think that the bottom line of what you wrote - "The hit-and-down play helps to negate the effect of White's additional checker in the zone on the right" - explains it best and contributes most to my understanding.

I am saying this because I know that, in contrast to the position I was asking about, for the 3rd roll reply for 31-11S-xx, I am reluctant to hit loose (e.g. 32, 31, 21, etc) unless there is no constructive alternative in which case I hit loose (e.g. 43).
