Legal Moves - - What is the bottom line?

My Durham/Chapel Hill, NC club currently complies with Bill Davis's "U.S. Backgammon Tournament Rules & Procedures". After all the forum discussion, I will have our club adopt Legal Moves. However, I'm little torn about the way to word that. One way is to adopt the whole 2012 Phil Simborg, Chuck Bower, and Jeb Horton "Tournament Backgammon Rules and Standards Guide".

I'm looking forward to hearing Bill Davis's take on Legal Moves. It would be best if we have one sets of rules instead of two or more.
