Legal moves rule.

I would make the following simple change:

Old rule:

4.8 ILLEGAL MOVES. A player may condone his opponent’s illegal play by rolling his dice or turning the cube. Otherwise, he must require the opponent to replay the entire roll legally.

New rule:

4.8 ILLEGAL MOVES. A player may not condone his opponent's illegal play; rather, he must require the opponent to replay the roll legally.

That still leaves the question of what to do if both players initially fail to notice the illegal play but later (after the opponent has rolled his dice), somebody does notice.

I'd leave it up to the TD to decide how proceed. Most the the time, the best course will be to leave the error uncorrected (because at that point there is no fair way to fix it.)

However, with certain gross misplays (such as placing the wrong checker on the bar) where it is obvious to both players what was intended, then TD may want to restore the game to what it would have been had the obviously intended play been made. (And any subsequent roll and play still stand.)
