Both Davis and Cattanch (I believe the primary authors of the "U.S. Backgammon Tournament Rules & Procedures - 2009") are on record as being opposed to requiring Legal Moves.

But be careful if you think simply adopting the Simborg, et al rules solves the problem. The Simborg rules do not require Legal Moves , yet have no provision for dealing with an illegal move in an event that chooses to not require legal moves. These rules would have done nothing to help resolve the CT incident.
