What would you rule if a player hit your checker, picked it up, hit his clock, then put it on the bar?

Of course the checker is on the bar, but I don't agree TD should tell the players to stop wasting his time. It is illegal to play part of your turn, hit the clock, and then play the rest of your turn on your opponent's time. This is a good opportunity for the TD to remind the players of the proper procedure.
