I agree with your point completely, but I was referring to something completely different.

When a tournament doesn't use a clock, for better or worse, then the stated logic behind mandatory LM works against allowing players to use a clock in a non-clock event. I believe CSI does not require clocks but allows the players to agree to use them, for example. But allowing players to elect a clocked match makes perfect sense to me, given clocks are not required in the first place.
