Doesn't seem right to me either. In a usual race race (as opposed to a getting off the gammon race) the number of outside crossovers being odd or even hardly matters.

As long as the smoothing reasonable though the rule of thumb should not give up much equity since almost anything reasonable in a bearing in race does not give up much equity.
