I am not confident about my play in either position, but FWIW, let me say what jumped out at me as the key strategic features. In the original position, I actually think that Blue does kind of want to move the back checkers, because White has an advanced anchor and the pip count is equal so Blue would like to either make an advanced anchor himself or race. The trouble is that the step-up or step-out plays look too loose when Blue is outboarded. So in the first position, I think that Blue's priority is to strengthen his board. There are several ways to do that (6/1 4/1, 13/8 7/4, 7/4 7/2) and I'm not sure which is best. I would probably have played 13/8 7/4 OTB but leaving the blot on the bar point may be too loose. I feel that making a new inner-board point is more urgent than unstacking the 6pt.

In the second position, I think the equalizing of board strength is more important than the gain of 2 pips per se. Now I think we can afford to get one of the back checkers moving. My first inclination is to park on the 20pt or 18pt but unfortunately that still looks a bit loose, so I guess I'd run 23/15.
