You want to have a point in your outfield when running home, and if you play 13/4, your chances to make the 8 diminish. 18/9 uses the most badly placed spare, slots the 9, and creates an additional builder for the 8 and for homeboard points. After 18/9 and a miss, 5s and 1s make the 8, 4s the 9, while other rolls work for the 3. Tactically the play is motivated by White's weaker home board and blot.
