This is a crystal clear pass. First, let's imagine that we don't have a checker on the 22pt. Then for the standard 20pt holding game when the opponent has the bar point made and several spares to play with it's already a pass if the race deficit is at least 20%. (The 11pt doesn't affect things much since on the one hand it's an extra landing spot for checkers on the midpoint, while on the other hand an extra point to clear six pips away from the anchor. I think these two more or less cancel each other out.)

Now, does having a checker on the 22pt change the evaluation? Not really, it's not far enough to provide an effective "anchor and guard" structure for us. If that checker were on the 24pt, then I would consider taking, but as is this is the easiest drop you can have for money. The match score effect on the take points is not sufficient to change such a clear money decision.
