1. The are market losers in this position (after 66 -> 21 it's a huge pass) 2. In know the counts say it's ND, that's because they are calibrated to produce ND at 68%. 3. For money and at NMS it's a ND, but I always thought that it's because giving up cube reduce you winning chances because the opp can recube you out. At this score it's all settled, if you double you're playing for the match, so the recube vig is not a factor here.
