"Illegal moves happen more often that you'd think, but I've never seen one this huge..."

I have recently been involved in writing a set of rules for a backgammon tournament. A lot of players we listened to were concerned about illegal moves. So we asked them what they wanted, and then wrote some plain english rules. What we came up with is a pretty standard set of rules except for this one :-

"a spectator can and is encouraged to point out an illegal move when it occurs."

The idea being there is one player who seems to be prone to making illegal moves and everybody has had enough. They were saying, they wanted the maximum chance of illegal move being caught and to make it as hard as possible for a player to make an illegal move.

So any thoughts appreciated and also what we are still working on, is a suitable penalty. Danny Klienmann in one of his books suggested that the person who was offended against (their opponent made the illegal move), they get to choose there next dice roll. i.e. player A makes an illegal move, then it is caught and player B there gets to choose his roll like 66.Seems a bit harsh but I would appreciate some thoughts on when a penalty should occur (after how many offences), and what a suitable penalty would be.
