Is pay to play the only way to hold tournaments?

I am absolutely certain that any objective study will prove that the greater the difference in skill the less luck will determine the outcome. If your statement were true then better players would not have a better winning record than poor players, and that is obviously not the case if you look at the tournament results.

Theoretically if it were possible to have two players that played exactly the same way in all areas then luck would be the only factor, assuming both players played optimally. But that is the only time where luck is the decider.
