What is the difference between that and the game theoretic equilibrium that the bots are striving for?

None, in my book.

Does the equity really need to be known or just the best play in every position?

Does "every play" need to include ones that could never occur if you had been playing optimally to that point?

These sound like questions about what it might mean to "solve" backgammon. That's not quite the same as what "perfect play" means.
