At least if the PR measurement is from rather long matches, while the Elo rating is based on typically shorter ones.

I'm not sure what exactly the effect of those restrictions is, but I think it is too early to discard the "1 PR equals 33 Elo points" rule just yet. I'll admit though that I have no idea what that rule is based on, and I always found it somewhat surprising that one rule should fit all match lengths.
