The general idea from the first part of this article probably applies to the Elo / PR ratio as well.

In fact, after scaling for the points vs. millipoints and the 2x difference between PR/Snowie ER and GNUbg ER, the estimated numbers there give a ratio in the 30s for common online matches lengths.
