We normally think of "wasting pips" as applying only to the crossover from our outer board to our inner board, but to a lesser extent, "wasting pips" is also a concept that applies to crossovers from the opponent's outer board to our own outer board. 13/8 wastes pips in this latter sense. 13/8 is the baby brother of the obviously pip-wasting 7/2.

The other thing to note is that 13/8 stacks two checkers onto the same point, which is bad from a diversification point of view.
