I think it matters because some second-order rules may not be strictly enforced in "legal-only" tournaments. While I agree with Bob Koca that the example of the order of how a single die must be played is a first-order rule without question, what about moving the checkers with only one hand? I'd put that well into second-order territory, and I suspect it is not always enforced and its violation is not a clear violation of "legal-only" tournaments. Or is it? As with the cited example from Chicago, it seems to me to be in a grey area. So it matters.
