Real life streaks are similar.... My results at weekly tourneys good and bad streaks can last 3-4 years(150-200 tourneys). Winning % can vary +/- 10% each year from long term win %. That is for 40 tourneys a year with 10-20 players a tourney. Over 20 years with a similar mix of players skill to your assumptions in fact from 1900 elo to 1300 elo in a fairly even distribution by my guess.
