Talking while thinking, is it ok?

Of course you can tell an opponent to be quiet. Any reasonable person will comply with that request. The unreasonable person, however, may not and then you have a dispute. You can then get the director involved. Because the situation is not addressed by the rules, the director has the authority to enforce your desire for quiet.

I do tend to agree that the Etiquette section of the Rules should set the explicit expectation that a player should not distract or annoy their opponent. I've made a note of this topic for further discussion in the next rules review.
