This question was answered right on the ballot.

"If ratified, these Rules will be the official USBGF Rules, and will be required for use at all ABT tournaments effective January 1, 2018 (with some Rules Options for directors)."

So directors may vary rules in accordance with the Rules Options, but may not simply rewrite the rules as they wish and remain on the ABT. That being said, the USBGF Board may decide to add additional options to the list of approved rules options.

Note that the Rules Options was developed to address the concerns raisd by the Tournament Directors Advisory Committee. Legal Moves and Dice-On-Checkers were the only rules identified where directors felt they needed an option on the rule. It was later distributed to all ABT TDs along with the proposed rules at the beginning of the public comment period, and they were explicitly asked for any comments they might have regarding the Rules Options in addition to the Rules themselves. No additional concerns were raised during public comment.
