banning spectators

There does not seem to be any policy in the new rules so I suppose the the status quo is in place. I think this is: It is actually the TD who bans a spectator and a player can request that of TD. If the "I don't believe my opponent is cheating but this is a possibility and I don't want to think about it" is a valid reason for disallowing headphones should it also be a valid reason when asking for a complete ban of any spectators?
