I proposed an option to a list you started. This, by itself, doesn't mean I believe in validility of this option (as you don't believe in the validility of some of the options you stated). But, since you asked, my opinion is that the rules should protect the players and TD's. It is my opinion that if a player asks a spectator to leave, the later should do so, NO MATTER what the reason is. It is my opinion, if a player asks the opponent to remove headphones, the later should do so. The later, then, can invoke all kind of retaliation rules if he choses, so the player who asked the other player to remove headphones will think twice if this is worth it. If a player requests his opponents remove headphones too often and/or without a good reason, TD may choose to not let the trouble maker in the tournament in the 1st place.

Would it better if I said " I believe he is cheating but can't prove it" just to get him to remove the headphones? I don't think so. There is a big difference between saying that there is a possibility and saying something is taking place.

Actually, as you might have guessed by now, I feel the rules should just say "A player must remove headphones on request". No explanations needed. I know, not everyone agrees with me.
