Headphones are a good example of a problem with having uniform rules for every tournament on the planet.

Some players have already said they won't play in a tournament that bans headphones. Other players might not play in a tournament that permits them. If the headphone rule is the same everywhere, instead of some venue allowing them and others not, then the game is guaranteed to lose players. Whereas if there is some diversity of rules, then players can pick the tournaments they like and everyone plays.

Of course, there are other issues such as dice-on-checkers, LM and so forth. With a rigid set of rules governing all tournaments, the losses will multiply. It's not only play-or-no-play for any particular rule. There might be a combination of rules that dissuade someone from attendance. Without choices, they're gone.

So the more the ruleset allows for TD discretion, the better.
