Can you explain exactly what that means? I can assume, but I am not certain. In order to 'run a bot' on big money servers wouldn't one have to have access beyond the norm and necessary acquiescence by the operators? Is this the case?

You need no access to the server at all. You simply have a program to look at the client software of the server, interpret the moves and feed an AI with it. This is not trivial in the sense that a amateur could do it on a weekend, but a professional developer could do it in a reasonable amount of time (I'm not a windows programmer so I could only guess but I'm confident that it is less than 3 month). That way you could run several bots in parallel. If you play for low money and select a not too high playing strength (1-ply or weaker) I doubt you will be caught....
