I agree with Stick and encourage everyone who is eligible and knowledgeable even if only within their geographical regions to vote for as many or as few players as you feel are warranted by your personal knowledge. Even if the Europeans only vote for Europeans and the Americans vote only for Americans, the sum of the two will generate a reasonable list.

Prediction markets have proven that the masses do in fact generally know what is going on with reasonable accuracy. The voting will not be perfect, and it may sometimes appear to lag the current reality, and it will favor names known internationally rather than locally, but if you look at the names over time, it has been pretty good at picking great players and it is getting better as the non-US regions begin to participate in a much more substantial way.
