OT: Another Zeus Question

Recently I've seen a lot of coaches stall near the endzone and kick very short field goals.

As a benchmark position what about this: The score is 0-0 and it's 10:00 to play in the 1st quarter. 4th and goal on the 1 yard line. I'm guessing that Zeus will say go for the touchdown with only 1 yard to go. At what yardage to go (on 4th down) does it become correct to kick the field goal? Assume equal, average NFL teams and all timeouts remaining.
