Woolsey's rule applies perfectly well at unusual match scores. You have to do the math to figure out your opponent's take point, but after that if you decide it is still unclear whether your opponent should take or pass, you should double.
One caveat is that when your opponent trailing by a lot, you become much more reluctant to give him a cube where he has a gammoncidal recube (as in 3-away, Many-away).
Woolsey's rule is simply this: if you are close to your opponent's take/pass point, then you are almost always well within your doubling window.
There are clearly some scores and cube positions where the doubling window is tiny or non-existent (usually with substantial gammon threats on either/both sides). This is more about being too-good which Woolsey's rule does NOT address very well, IMO.
