In one respect, a PR difference of 3 to 5 is probably closer than that between 8 and 10. That is, in the change in the percentile of the playing population. In my club, and I suspect many others, 10 (or 11) PR is about the average (median), which is where the greatest concentration of players are (of course). A 5 PR player is very high in the percentiles (95+?), so can improve little in that area.

Of course, if you look at a skewed population, like the Danish Open, with a mean PR of about 6 (I'm told), things may be different.
