Brevity of rules

In Response To: Exhaustion Take 2 - Headphones (Rich Munitz)

Without going to the ruling guide one can only guess what constitutes an unreasonable withholding of permission so I see the brevity as hurting understanding. I don't like the European rule either. This hurting of understanding is worsened of course by the ruling guide not currently exisitng.
