Brevity of rules

The phrase "unreasonable witholding of permission" comes from the longer European rule. So if it is unclear, the lack of brevity did not help with clarity in this case. The USBGF rule has no such provision, and if you read the rationale, it lacks that provision exactly because it was unclear. Instead, the decision to overrule a player's objection, if challenged, is left to the director, who is empowered to make exceptions if the specifics of the particular circumstance warrant it.
