Brevity of rules

Forgot to add. The Ruling Guide will be published before the start of the 2018 ABT when use of the USBGF Rules will be required. However, use of the Ruling Guide by directors is entirely optional and advisory. A director is not required to ever look at the document. That means that the 3 page Rules must be capable of standing on their own and give players and directors enough instruction so that they can play tournaments and make rulings. The Ruling Guide will enable more consistency in play and rulings; it is not needed to allow play and rulings to occur. Several tournaments in 2017 will be using these Rules without the benefit of the Ruling Guide. Those directors are quite comfortable with that.
