Brevity of rules

There is in fact such a meta-principle under "GENERAL":
"Based on the circumstances of a particular case, the Director may find the solution as dictated by fairness, or make narrowly tailored exceptions."
In this case, a "narrowly tailored exception" means that a director can't simply decide that they will rewrite a rule by making an exception for anyone who comes to them regardless of the particular circumstance, but if there is something about the particular circumstance that in their judgment warrants an exception, they are empowered to make one. An example that comes to mind is if the director believes that the player objecting to headphone use is doing so just to spite their current opponent who they don't like. Perhaps this is also an example of what might, in Europe, be considered an unreasonable objection.
I don't think it is necessary to explicitly state that a player has the right to ask the director for a ruling in any situation where blind application of the rule would be unfair in their opinion. We all know this. And it is implied by the above general rule, which would have no reason to exist if this were not the case.
