XG 'Book' Moves - authoritative?

I am confused about the number of "third roll positions".
3rd Roll Master says "the 3rd roll positions (23,331 positions) which can occur during a game".
Mochy's slide show https://www.slideshare.net/masayukimochizuki1/the-six-reasons-why-backgammon-is-the-great-game-64311136 says "number of positions after the third roll of the game = 6,615.
I'm not clear whether these statements are with or without considering the four cube positions and whether they are before making the third move but allowing for 21 dice rolls or after making the third roll.
