The big priority is finishing the prime. Given that, the extra checker on the 6 point doesn't really help, unless Blue rolls two consecutive aces (and not all aces are bad; 11 covers, and numbers like 14 and 15 will be used to cover from the 9). So the angle on putting the extra checker on the 6 into play immediately is fairly slim.
Assuming Blue does NOT complete the prime, he needs to be able to contain White when he hops out. The priority is to get an immediate shot when White hops out, but the second priority is to maintain control over all sectors of the board so that if Blue misses the shot, White doesn't get home scot-free. So moving the extra checker on the 6 point to White's inner board constitutes an improvement for Blue, because he'll have better containment. Of course, Blue would prefer it to be on the 8 point or something, but given that it's already on the 6 it's really not helping much at all.
I think it's wrong, because the big priority is to complete the prime, and there are some tactical problems, like if White rolls 11 or 31 he'll really wish he hadn't played 10/4* 6/3. But it's not obviously wrong.
