Either the rules are unclear or they don't apply clearly to the situation. If "picking up the dice and rolling" operates to condone the illegal play, that certainly doesn't establish that merely picking up the dice also condones it.

In fact, you could argue that if the act of picking up the dice was sufficient to condone the illegal play, the rules would be written that way and wouldn't refer to rolling at all. One thing I know for sure: the ABT rules do not "clearly" resolve this question.
