One possible compromise is to gently inform such players of the infraction after the match is over. Tell them that you noticed the behavior and that you don't mind it but that other players they face might.

Good point. Unfortunately that opportunity only presents itself about half the time there's been an infraction (i.e. after the opp has won the match).
