Let's assume the question has exactly one correct answer, as you normally expect of multiple choice questions.

By looking at the answers, we can eliminate (a) and (d), because if either is correct then the other must be correct too and that would break the assumption.

If I choose at random between the remaining choices, my success rate will be 50%. So the answer is (b).

(A little far fetched, but that's the best I could come up with.)
