Good job, Mike. Very thorough.
Just a couple of comments, the first one minor:
For the O family plays (and similarly for the O family plays), first bullet, you wrote: "This play moves 2 checkers into Blue's outer board, and 2 checkers out." I prefer to add the redundant clause "of the outer board" at the end of the sentence; otherwise "out" might be confused with running out back checkers -- the eye can be drawn to the far side of the board. (Granted, in the specific position, that confusion is only momentary as the back checkers are frozen.)
Under I, in the final tie-breaker of the 6pt convention, you wrote: "The blot moved to the 2pt is 4 pips away from the 6pt. By the wrinkle in the 6pt convention, this ranks better than leaving it on the 7pt." That is a misapplication under my current wording (which can be found quoted in bold font here). The tie-breaker is applied to blots or spares left in the outer board; one compares the 7pt (blot) to the 8pt (spare). The latter outranks the former (farther from the 6pt) and so is awarded the capital I. To be clear, though, you did rank I and i correctly, under my current wording. (Compare your parallel note under i.)
That said, for the updated tutorial I plan to change the wording of the 6pt wrinkle so that only the destinations of blots/spares are relevant; this honors my original intent and eliminates any potential conflict between inner and outer board destinations. This change will unfavorably reverse the order of O and o in the 43Z-32Z-31P-51P-42 position to this rather than that (see third diagram pair), but the change to the hierarchy will be favorable to I/i in the 62S-51H-54@-55 position you just scrutinized and to I/i in this post, which I strategically held off "correcting" (8/5 is clearly inferior to 9/6 for the fourth 3). Mainly, though, it will be an easier wrinkle to understand, and in most positions (in the already tiny subset of total positions), such as the one represented in the first diagram pair here, the family ranking will be unaffected.
In updating the wrinkle, I will also clarify the wording to cover situations in which more than one outer board blot/spare is affected. For example, for 65R-52D-21, shown in the second diagram here, D = 13/10 and d = 13/11 8/7. That doesn't work if the rule is that the farthest (from 6pt) blot/spare is considered first and ranks highest; rather, the closest blot/spare needs to be ranked lowest.
In short, the new wording for the 6pt convention final tie-breaker (wrinkle) is simply:
In the outer board, the destination of a blot/spare closer to the 6pt ranks lower.
