We did adjust the rules following this incident, adding that: 1) The first time you fast grab, you cannot be penalized, but will received a warning. 2) On following occasions you are dealt a 30 second penalty....
One concern I've always had with this and similar penalties is: "who administers the penalty?" In bridge it is (or at least 'was' when I was playing competitively) against the rules for players to adjudicate. It is the job of the director and s/he MUST be called.
When I played MC, three Danish directors were almost constantly patrolling the playing are of the Open section. Typically (there are scarce exceptions) the only time I see US directors in the playing area is when it's late in a round and they are checking on perceived long/slow/late matches. (They are either at the front table or recording scores in the area where the scoresheets are located.)
So back to my concern:
Who delivers the warning and/or extracts the time penalty from the offending player?
