15 second penalty for fast grabbing or making an illegal play

I think 30 second penalties are a bit harsh for the first infraction, inspite of a warning being given the first time, but I am less bothered by some of this stuff than some others here. That being said, any additional penalties after the first one really should be 30 seconds.

What I am MUCH more concerned about is the current lack of penalty for illegal moves. The first two illegal moves should be penalized by 15 seconds and additional ones by 30 seconds. Players should not get a free pass to shuffle pieces wherever they want to and end up in illegal position free of penalty time after time.

The lack of a penalty for illegal moves is a very sad ommision from US rules.
