30 second penalty for fast grabbing

In the NFL, holding is 10 yards.
And the penalty for defensive pass interference is automatic first down at the spot of the foul. You want to stop fast grabbing? How about this: If Opponent picks up the dice out of turn, Player may replace them on the board showing any numbers he chooses face up and makes a legal play. It's less draconian than amputation.
It's interesting that Jason suggests a 30-second penalty as one that is "not stiff" but will "cure the fast grabbing," while Chiva says WBA rules have long provided for a 30-second penalty but no player has ever demanded that it be enforced, while Jason also says that if a match were ever decided by a 30-second clock forfeit, that would be "abhorrent."
I'm wondering how often anybody would insist on a 30- or 15-second time penalty for any procedural infraction.
