Daniel, we did discuss this in particular. Should the time penalty ONLY be given by the tournament director, or should the players be allowed to handle it themselves?
The original suggestion for the rule stated TD only.
But why? If the players both agree about what happened, they both agree about the rules, why shouldn't they be allowed to handle this themselves? It's not rocket science to take 30 seconds off a clock.
Should the players NOT agree that fast grabbing happened, then the TD will be summoned anyway. Should one of the players be in doubt about the rules, the TD will be summoned. If the offended player has a feeling, that the offender did it to purposely get an advantage (borderline cheating), and they have been discussing the issue before, he'll probably call over the TD to explain, etc.
So that's why the rule ended up like this.
In the DBgF we also have several tournaments where the TD is not available directly, and the team tournament (which accounts for many of the clocked matches) where the two team captains combine to act the TD role. We didn't want to complicate those tournaments with rules demanding TD presence if it wasn't necessary.

Chuck mentions the TD visibility at MC. Unfortunately I've never attended MC, in fact I have never played any BG tournaments outside of the Nordics. There might be differences in how TDs act, how available they are, and how the players are able to handle rules and disagreement themselves. Furthermore calling over a TD (or even asking for a committee ruling) might be more "normal" in some parts of our world :-)
We found the rule - as stated here - would suit the Danish tournament scene.
