I agree with Neil about what is fair, and I would apply the same ruling if I were tournament director. However, this is just another example of rules not fully covering what should be done if there is an infraction. For tournament play, a more complete set of rules and guidelines should cover this clearly.

One "overriding" element, in my opinion, is that the players are ALWAYS and BOTH responsible to know how many points the match should be played to, and of course, it should always be in writing on the draw sheet.

In casual, local tournaments where there might not be a posted draw sheet, then of course, there is a lot of room for the tournament director to decide what is fairest given the circumstances.
