Is that a rounding error? Or simply the fact that a good lotterist know to buy as few tickets as possible, since he will loose a set amount on each purchase?

You can increase your return (but not your winning chances) at the loterie if you pick numbers that are less likely to be played by other players. This increase your chance to be sole winner. for instance you can play numbers >31 to make sure that you will not pick the same numbers than anyone playing a birthday.
