As someone who grew up watching and cheering for USSR hockey team glory, all I can say is that pulling the puck all the way back down would have been the dumbest move possible in the situation. The best strategy in the situation is to take the puck deep into the opponent's zone and to just keep it along the boards for as long as possible. As long as the puck is contested along your opponent's boards, you are getting the time killed off the clock.

P.S. As an OT discussion, too bad I left my hometown some 16 years ago as they now have one of the biggest hockey stadiums in Europe:

The local KHL team had been in the top 2 attended teams in Europe for the past several years.
