Is there sometimes pressure to agree to it? For example how well would it go over if a finalist did now want the match to be streamed?

Not well, I suppose. I would assume the TD could force the issue, but whether he would be within his right to do so, if this hasn't been announced beforehand is another matter.

The Nordic Open ruleset has the following paragraph, which solves the problem:
"The tournament director can, on his or her own initiative, or at the request of a player, appoint a third person to note down or film the game."
